Added some basic unit tests for the plugin. To run the tests
"maven-plugin-testing-harness" was added to the pom. In addition
TagListReport.java was updated to access the project for the source and test
directories on each constructSourceDirs calls.
There are two tests that fail. I think these are actual bugs with Taglist.
MTAGLIST-34 and MTAGList-35 where added for these two failures.
