This shouldn't be a problem as plugin dependencies are separate of your project
dependencies.
Are you sure you haven't declared the dependency somewhere in your project
dependencies?
Try mvn help:effective-pom, or list the dependencies through:
http://maven.apache.org/plugins/maven-dependency-plugin/list-mojo.html to
verify this.
