Add support for the %config directive for RPM

To support upgrades support for the %config directive is required. See
http://www.rpm.org/max-rpm/s1-rpm-inside-files-list-directives.html.
This seems to be only a flag that is added to the file list in the spec file,
so it should not be too difficult to add.
