Running tomcat:inplace copies the exploded webapp to tomcat dir

When I run
mvn war:inplace tomcat:inplace
my exploded (inplace) webapp ends up being copied into ${tomcat.home}/webapps.
Shouldn't tomcat:inplace leave all the files where they are and just tell
tomcat to pick them up from there?
