add a configuration option to skip parse errors from ncss

it seems as if this plugin fails a lot of times because javancss runs into
parsing trouble.
i would like to suggest adding a configuration option like
"failOnParseErrors=false" (or likewise) to allow the report to be generated
even if parse errors occur.
the javancss gui tool shows errors in a tab but there is still a report
available (version 30.51).
