The surefire plugin has the ability to skip tests. This patch introduces an
additional attribute, skip, that if set to true, will allow the mojo execution
to be skipped.
This is especially useful for the wsAdmin mojo when performing releases. If the
wsAdmin mojo is used to deploy the application to WebSphere ND, it is an
advatage (time wise) to be able to skip this step.
For example, to start/stop our cluster in development takes around 20 minutes.
