Keep getting java class missmatches, class not found with plexus-utils

Maven keeps pulling in plexus-utils v1.1 when we want v1.5.6.
Looks like a transitive dependency issue with maven. The
platform-detector-plugin depends on cbuild-utils which has the dependency on
plexus-utils v1.5.6 while platform-detector-plugin has no direct dependency
with plexus-utils. No matter, the fix is to put a direct dependency on
plexus-utils which gets around this issue.
