option to skip GWT compile

There is no option to skip GWT compilation. If you use MGWT as part of a larger
maven project and want to run package or compile and you know that nothing in
GWT has changed, it is a HUGE time saver to have an option to skip.
The google-code version has it: -Dgoogle.webtoolkit.compileSkip=true. I would
have thought that the merge would have brought it in, but apparently not.
