The use of an external XML file is not accidental. I know it is not very 
Maven-ish but it is necessary because it references projects located on 
different places on filesystem - every user has different location for projects 
that are related. It is not referencing only projects within multimodule 
project.

Also the usage of XML is not necessary, simple properties file will be used in 
next iteration with location of pom files.
