The current "deprecated" buildDir implementation does not utilize the new
mergedWebXml, even if it is explicitly set.
The behavior should be to use the buildDir value if present, otherwise use the
mergedWebXml. A warning message should print if buildDir is present,
indicating that the mergedWebXml should be used.
