Hum, more data points:

I see in the 2.3 plugin's pom:

<groupId>net.sourceforge.cobertura</groupId>
<artifactId>cobertura</artifactId>
<version>1.9.2</version>

<groupId>net.sourceforge.cobertura</groupId>
<artifactId>cobertura-runtime</artifactId>

</dependency>

So maybe its not fixed in 1.9.2?  However the report says its generated with 
1.9.  Perhaps it doesn't display the last version digit?

I back my system down to use JDK 1.6 b07 and it the reports work again.  
However I can't make this change on the CI systems...really looking for a fix.

BTW, all my testing was on Windows XP.
