Explicit setup mode setting

It should be possible to explicitly set setup mode (automatic/manual) in
addition to deciding according to the _gwtHome_ parameter or the
_google.webtoolkit.home_ property. I need to force automatic mode even if
parent project defined _google.webtoolkit.home_ property (overwriting it with
empty string causes manual mode with current directory as _gwtHome_)
