Sometimes the openjpa-maven-configuration will get derived from a parent pom
e.g. to share configuration for all backend projects. Some of the modules may
not have anything to enhance/generate/... which causes the openjpa-maven-plugin
to fail.
This problem can be solved with setting a 'skip' flag to true.
