I think you have some good ideas there, and more importantly experience!
A few of your ideas already have maven specific coverage... for instance the
"different environment" problem is covered by the artifact classifier...
however, the plan is sound.
If you are willing to give me support on the native side (I'm not a native
programmer) then i'd be willing to see if we could patch the plugin with these
ideas.
I have to come clean in that I don't have much experience developing mavin
plugins, but I am an experience java developer and long-time user of maven.
Let me know if your interested and I'll see if I can make some time for it.
