That seems to kinda go against the maven philosophy of 1 project (pom) = 1 
(primary) artifact.

If you are checking all the files into some sort of scm, (and somewhere 
managing which files go with which projects), why not also check in a pom (and 
could even use that to manage the files)? Consider the use of a parent pom if 
you have a lot of redundant data in the poms.
