more knowledge of the plugin resolution code could advise whether the
relocation is processed for plugins...
I don't think so (MNG-3762).
I also don't see an actual need for this. Unlike dependencies, plugins
are directly managed/used in one's POMs, i.e. are not introduced by some
transitive dependencies out of direct control. It's not a big deal for a
user to update the version and the group-/artifactId of a plugin in this
POM.
