If the goal is processing the transitive dependency updates then I think we
would be better off adding a second goal that does the resolution up to the
test phase as otherwise a project that has un-resolveable dependencies will
never find it's updates.
The other issue is that the direct dependencies may only have been tested with
their current dependencies, so upgrading their transitives could break things
