I think there are two separate issues being discussed here.

# The plugin should not fail on projects without sources (e.g. parent projects 
of multi-module builds). It should log a warning/info and let the build carry 
on.
# There needs to be an option to skip execution of the plugin or report. This 
may be needed when the execution or report is inherited from the parent 
project, and the child project needs to suppress it. Another use case is 
suppressing the plugin in certain build profiles. There must be also a way to 
set the 'maven.cobertura.skip' option via -D command line parameter.
