This is a big patch. I've cleaned it up to be as easy to read as possible, and
to ensure no side-effects.
It allows a dev to test there application against the latest prior released
version and ignore warnings and errors if they are on the next major version,
infos if they are on the next minor.
It has a method (easily removed -- called on only one line -- if you dont want
this) that makes sure you not working on an already released version.
It can also demand you have the version set to the minimal next version number
based on clirr's report.
These options are off by default.
The site has been updated with needed documents. It has an automated test, and
has otherwise been fully test by me.
This includes the patch contained in: MCLIRR-32.
So if that one looks good, check this one out before applying it.
