The Taglist plugin will generate the HTML report even if there are no matched 
tags.  The Taglist plugin will not generate the HTML report if there are no 
source files found.  This follows the pattern of other plugins (PDM, 
Checkstyle, etc).  

Is there a specific reason that you want to always generate the HTML output?  

Would adding a configuration (e.g. forceReport) to force the output be 
sufficient?  If the flag approach was taken, would you want that flag to 
override the aggregate flag rules
