I'm not sure I understand your comment about harness use. There is no harness
reference in maven. for non-application based modules (thus for a set of
modules for the IDE for example) there is no other way to run the modules other
than referencing an existing netbeans installation and using it as base for the
execution.
indeed nbm-application projects are composing up the entire application and
don't need any other binary source.
