Just like before the nexus-era it's not allowed to deploy sandbox projects.
You might wonder if there's some way to solve this in Nexus, but you can't
just stage project and having the option to block the deployments to Maven
Central.
With the sandbox-parent a deploy attempt this blocked on the developers
machine.
Once there's been a vote to promote a sandbox project to the pre-release
projects, it can be deployed.
And the answer to the next question would be: Yes, so it's not possible to
share sandbox projects. People can check out the code and build it on their
own.
