Cannot generate xref links when executing site:stage

I am running site:stage and JXR plugin (2.2) is listed before tag list plugin.
The xrefs are correctly generated in staging directory however tag list plugin
is not able to look for them in staging directory. The problem appears to be
defaulting of xref locations as parameter initialization. During site:stage,
the project reporting directory is changed on the fly to staging directory.
Attached patch should fix the problem. I have also included a test project and
command file to execute test.
