The source files in here have full ASF copyright notices. In other words, they
state that the source has been licensed to the ASF, which is in turn licensing
them along.
I don't see why this is true. Contributors here don't operate under an Apache
CLA or check any boxes indicating that they intend to grant a license to the
ASF. It seems as if the template at the bottom of
http://www.apache.org/licenses/LICENSE-2.0.html should be used to state
copyright by the author or codehaus and then grant the license.
