Issue Type: Improvement (was: Bug)
jnlp.sign.jars=false in the Ant-based harness is probably broken and generally
unsupported (see https://netbeans.org/bugzilla/show_bug.cgi?id=191868 and
https://netbeans.org/bugzilla/show_bug.cgi?id=118017 for details), and it is
not clear it will work any better in the Maven plugin. Obviously it is easy
enough to just not sign JAR files; the trouble is convincing the JNLP runtime
to accept the result.
