D'oh! So I see that what got me confused is that findbugs:findbugs itself
doesn't do anything unless I run at least up to the compile phase. So "mvn
clean findbugs:check" doesn't do anything, but "mvn install findbugs:check"
would do. That and the fact that findbugs:findbugs doesn't use the same
reporting configuration that it uses when it runs inside the site plugin.
