I think that the docs need to be updated as there seems to be some confusion. I'm not even sure I have the correct picture. My take on it though is that you should stage your release and vote on that. The plugin has already graduated from sandbox, so there is no more graduate vote to do.
I suggest stage a release and if someone doesn't agree they will then say so. If you stage it before the Jira project is created, the vote should include info about that is pending.
