If anyone committer wants to sponsor them getting commit access could
they please start votes for them... I favour a low barrier to commit
access, so unless the other despots shoot me down, it will be lazy
consensus for any such votes, but I would prefer if the people are at
least known to existing committers / somewhat active on the lists /
have been submitting patches to issues... so launch votes if you know
any of the above and think they should be given commit access.
