When running mvn latex:latex and a non LaTeX file has changed (in my case, the
.bib file), the build claims that the LaTeX file has not changed and does not
proceed with the build. This is true because the file did not change, but the
bib did so the resulting file could be different. The work around is to perform
mvn clean latex:latex to force the build.
