Ok, I just add a look to your case, (sorry for delay).
I see one major problem : using pack200 can not work with existing signed artifact.
there is some topics over the web about it (https://forums.oracle.com/forums/thread.jspa?threadID=1304857 for example).
So that's a dead end for me. While commenting the pack200 options, your build is ok.
Perharps something should be written in documentation about it.
