About resolving stuff from classpath, it seems to me more natural to explicitly add a classpath prefix on url (something like this : classpath://mypackage/myResolver). In that way we do not deal with this as a fallback of a simple url to resolv a license resolver. About an auto discovery feature, hum, why not if it does not cost a lost, I am always a bit worried about such feature when you have a project with a lots of dependencies (so a lot of jar in your classpath). This feature anyway will be another feature Thanks for your patch and the good idea. I won't apply it as-it for reason given above.
