I had this tested on RHEL 5.3 and Fedora 17, and it works here.
Looking at /usr/lib/rpm/rpmrc and the RPM docs, you don't find an example of non-lowercase architectures. So while I'm not sure it's documented explicitly as standard, the tools and some distributions do expect this.
