The download licenses example page appears to have a couple of minor errors in it.
For the download-licenses goal, licenses will by default be downloaded into the directory target/licenses.
In my experience, this is actually target/generated-resources/licenses.
...the required license information can be configured manually. By default, the plugin will look for a file called src/licenses.xml
I think the plugin is actually looking for src/license/licenses.xml.
