It is sometimes desirable to have additional dependencies when running exec:exec, similar to how exec:java can include plugin dependencies.
An example of this is http://www.swingexplorer.com/ which you wouldn't want in your project dependencies but you must launch using the exec goal as it requires the -javaagent argument.
Attached is a patch which moves the logic around including plugin dependencies from ExecJavaMojo to AbstractExecMojo so it is shared by both goals.
I've also noticed that commons-logging:commons-logging is not checked into src\test\repository\ and so the build will fail if you are behind a firewall.
