Over the course of several thousands of tests run nightly, we always have a small percentage (10-50 random tests) that fail due to port conflict because the reserve-network-port returns the same port for two different services. Small timing issue that's rare but hits us regularly due to the volume of tests. We really need to reserve all the ports in one step, then release them in another step.
