While instrumentation of code might be skipped with cobertura.skip, the report goal does not take this property into account.
So when cobertura and it's reporting are defined to be run by a parent pom, it is impossible to switch off the report even when the instrumentation is skipped which will lead to an error during report generation in the site phase.
