I think it could be a good idea to allow the license/extra resolvers to be found in dependencies of the maven-license-plugin in order to allow sharing of custom resolvers.
I guess the plugin should add new properties to allow <dependencies><dependency></dependency></dependencies> and iterate over them and look at META-INF/licenses/licenses.properties file.
The hardcoded 10 licenses can be turned as dependency.
What do you think about it?
