This looks like a big headache to solve. I don't know if it is possible to do this.
We could add a skip parameter on the add-third-party mojo and you could configure it on the root pom module + use then the acceptPomPackaging=true, should be ok.
I can't find a better way to do this, since the add-third-party goal execution knows nothing about the aggregate mojo execution...
