Yes, I build all modules in the project with useOsgiDependencies set to false, but OSGI-bundled dependencies included as a part of nbm file as expected, and also when building cluster-app the same OSGI-bundled jar's placed in 'extra' cluster. Provided patch prevents cluster-app goal from puting OSGI jar's into 'extra' cluster. It works for me, but I'm not sure, that it will work correct in all cases. Please review it.
