This is one step towards migrating programs and daemons. I think that "id" is a better property name than "name". Currently daemons use "id" and programs use "name". We should deprecate program.name and add a new property program.id that should replace it.
In the first version we should issue a warning when people use project.name. It's value should still be accepted, but only if program.id is not available.
In later versions we could optionally fail the build if it uses program.name and after that simply remove program.name completely. Which way we go depends on how the rest of the migration is going.
