Executing 'mvn site', the plugin generates the report only into directory 'target/site/emma'. The 'target/site/locale/emma' directories contain an empty 'index.html' file. This behaviour is independent on the default locale in use (changing the 'locales' parameter of the site plugin to 'en,de,fr', 'de,en,fr' or 'fr,en,de' has no impact).
