Might be off topic, but I consider development of this plugin somewhat stalled.
When implementing patch for another bug: https://jira.codehaus.org/browse/MWEBSTART-212 I've noticed, there was quite some difference in the codebase of 1.0-beta-3 and current trunk. So I had to do implementation for us (patching the 1.0-beta-3) as well as upstream one. However I've noticed the trunk version didn't provide the signed artifacts in my setup (even without my changes).
So my assumption is that until someone really invests his/her free time in development (or possibly someone gets paid for the work), there won't be official release version any time soon. Until then I'm just ready to do all the patching on 1.0-beta-3 for us (as I like the maven-style idea of having plugin doing all the magic tricks for me).
Don't get me wrong, I think all the people that contributed to the project made it for the prosper of others and I appreciate it, still it would be interesting to hear about the current situation from the plugin maintainers.
