During site generation I found that dependencies were not converging.
I decided to update the poms to merge dependencies version.
Basicaly nbm plugin is using 2.2.0 maven and nb repository plugin is using 3.0.4.
I don't know if nbm plugin 3.12 is intended to be run on a old maven, (because netbeans is bundled with 3.0.5)
CreateNetBeansFileStructureTest.java is updated to work with 3.0.4.
Hope it may reduce maintenability a bit.
