If you define j2seVersion against the jnlpFile you get an error saying
[ERROR] Failed to execute goal org.codehaus.mojo:webstart-maven-plugin:1.0-beta-6:jnlp-download-servlet (default) on project jws: Unable to parse configuration of mojo org.codehaus.mojo:webstart-maven-plugin:1.0-beta-6:jnlp-download-servlet for parameter jnlpFile: Cannot find setter, adder nor field in org.codehaus.mojo.webstart.JnlpFile for 'j2seVersion' -> [Help 1]
If you define j2seVersion as part of configuration it is just ignored and the jnlp file has the default 1.5+ listed still
