Now that I look at it again; looking into the generated META-INF/maven/plugin.xml, I can see that the goal:war:exploded is simply ignored; that leaves us with a single other difference: requiresDependencyResolution being test instead of compile. I'd happily call that a bug in Maven if that difference is our problem, but who knows? That's at least something to try? (also note that the plugin uses very old Maven dependencies; that might not help, but on the other hand, the maven-plugin-plugin comes from the Maven installation used for building the plugin ?3.0.5 for me? and anyway it looks more like a runtime issue than a build-time one, and again I reproduce this problem with Maven 3.0.5).
