The real issue here is that project creation requires full admin on JIRA,
and Ben will only give that to:

1. People he trusts;
2. People who send him beers; or
3. People who he can fire USB controlled nerf missiles at.

(I only got admin because I fall into the last category)

I am quite sure Ben wants to chime in about how we are abusing his JIRA
worse than anything with our boot load of projects, but perhaps we are
keeping him too busy with his day job (ben I need to talk to you about that
thing btw) to respond
