The XJC environment does not get used ("bootstrapped" as you call it) at a random point.

It is just the java.util.Logging handlers which are redirected to the Maven log. Since the handler previously logged every LogRecord which was thrown at it, it gave the appearance that log statements were coming from the XJC environment. This is now rectified in that JUL log statements will only be emitted to the log if they start with the categories "com.sun" or "javax.xml".

Mojo's JAXB-2 Maven Plugin /

MJAXB-121

During build I get logging from XJC (it seems) during the execution of other unrelated plugins (like maven-resources-plugin). Strange!
This can be seen in IT mjaxb-14 for example. See attached log.
