I confirm, the migration is still TBD, so if the Codehaus infra is still open OK you should still be able to do a release. As as the Codehaus nexus part is supposed to stay a bit longer (see the associated thread), the release should still be possible if you can commit on the SVN tree (the next question will be about JIRA itself, I suppose it's still RW, but I don't know if there's a date to shut down JIRA. BUT the 17th of May seems to be the current announced max date on https://codehaus.org/).
The GH import I did was only to permit people willing to do so to twiddle with it. The final one is still TDB. I personally won't able to do much this week since I'm on away on holiday, but I'll try to make it more forward next week.
