It's been a long while since I tried the R install. I remember there being
done issue with v4.
If you go back to older versions of the site, you can try those
instructions.
https://mxnet.apache.org/versions/1.5.0/install/index.html?platform=Linux&language=R&processor=CPU

I patched the instructions last year, but they're missing now from the
site.
