v1.2.1 MXNet-Scala packages are not showing up in Maven central search,
however already synced to the central repo from apache release repo(that
anirudh mentioned).

I created a ticket to SonaType for diagnosing here.
https://issues.sonatype.org/browse/OSSRH-41334

Also, added a Troubleshooting step in Scala Release process wiki

https://cwiki.apache.org/confluence/display/MXNET/MXNet-Scala+Release+Process#MXNet-ScalaReleaseProcess-ReleasedArtifactsdonotshowupinMavenSearch
